when intermediate boats are not available (and unless there is strong reason to the contrary in any particular case) for those officers who, before the war, were entitled to second-class passages by mail steamers or first-class mail by intermediate steamers P.& 0.

The 8.8. have replied, (52658/Straits) that the practice during the last few years has been for cadets, professional officers on the $400 to $800 scale, police probationers, and nurses to be provided with first-class, and for other officers to be provided with second-class passages; and recommend that this arrangement should be continued for the present.

Hong Kong reply that there is no difficulty in the case of officers formerly entitled to first-class mail passages and of subordinate officers entitled to second-class
